DIY Solar Car Battery Maintainer?

It has been pretty cold here, and I don’t drive my car very often right now- like once a week. Due to the temperature, the car’s battery does not have enough charge to start the powerplant after a week. I have seen solar battery maintainers on the internet, but can I make one myself? I have a small solar panel that is 1.83V and 500mA. I also have an old car cellphone charger with two wires. Is there any way I can use the solar panel connected to the charger, plugged into my DC port in the car?

To keep a fully charged battery fully charged, you’d need at least 300ma at 13 volts.
