is there a diy for peeling lacquer on the bonnet of a car or does anyone know how i could fix this ?

You can buy an aerosol of matched paint and an aerosol of lacquer, and some fine sandpaper, and refinish it yourself. Or you could pay 5-6x more and put it into a body shop.
You can usually avoid these problems by gentle washing, then application of a good quality wax at least every 3 months. This protects the paintwork against oxygen in the air and stops it going dull, or peeling.
